Salutations de la YCL-LJC à l’occasion de la Journée internationale des femmes

À l’occasion du 8 mars, Journée internationale des femmes, le Comité exécutif central de la Ligue de la jeunesse communiste du Canada adresse ses salutations révolutionnaires à toutes celles et ceux qui luttent pour les droits des femmes.

En cette Journée internationale des femmes, la YCL-LJC adopte les piliers interdépendants de la Fédération démocratique internationale des femmes : l’antifascisme, la paix durable, les droits des femmes et de meilleures conditions pour les enfants.

Les conditions de travail restent au premier plan de la lutte pour l’égalité et les droits des femmes. Au Canada, les femmes travaillant à temps plein gagnent en moyenne 75 cents pour chaque dollar gagné par les hommes. L’écart de rémunération entre les hommes et les femmes au Canada est l’un des pires au monde et représente près du double de la moyenne mondiale. En dépit de la législation adoptée depuis les années 1970 pour proscrire les inégalités salariales entre les genres, l’écart de rémunération entre les hommes et les femmes existe dans tous les secteurs d’activité au Canada.

L’écart de rémunération entre les hommes et les femmes est plus de deux fois plus important dans le secteur privé que dans le secteur public. Le taux de syndicalisation nettement plus élevé dans le secteur public y contribue. Les syndicats ont joué un rôle décisif dans la défense des droits des femmes au Canada. En particulier, le Front commun de 1979 au Québec et la grève de 42 jours du Syndicat des travailleurs et travailleuses des postes de 1981 ont ouvert la voie à un congé de maternité payé pour toutes les mères qui travaillent dans le pays.

Les services bancaires et financiers ont le pourcentage le plus élevé de travailleuses et l’écart salarial le plus important de toutes les industries du secteur privé sous réglementation fédérale, avec 54,7 % d’employées femmes dans ce secteur et un écart salarial de 82 cents pour chaque dollar gagné par les hommes dans ce secteur.

En tant que jeunes communistes, nous devons militer en faveur d’un monopole public sur les services sociaux, avec un accès universel sans qualification quelconque. L’augmentation du salaire social via les CPE, l’éducation, les soins de santé, le transport, le logement social bénéficiera de manière disproportionnée aux femmes confrontées à l’oppression et à la rémunération inférieure. L’augmentation des services sociaux signifie également plus d’emplois syndiqués de qualité dans les secteurs où la proportion de femmes travailleuses est plus élevée, tels que les soins de santé, l’éducation et l’administration de la fonction publique.

Il n’y a pas d’égalité possible face à la guerre et au génocide. L’expression « défendre les droits des femmes » est fréquemment utilisée dans la propagande en faveur d’une intervention militaire. La paix est une condition de l’égalité. Les femmes sont toujours les premières victimes de la guerre, leurs droits sont ignorés et retardés alors que leurs maisons, leurs familles et leurs communautés sont détruites. La paix est une question de droits des femmes.

Nous exprimons notre pleine solidarité avec les femmes de Palestine et notre soutien à la campagne de boycott, de désinvestissement et de sanctions contre Israël, qui tente un génocide du peuple palestinien avec le soutien des puissances impérialistes.

Les femmes cubaines souffrent depuis plus de 60 ans d’un blocus illégal. Il s’agit d’une imposition extraterritoriale sur les nations du monde pour les forcer à se conformer à une décision politique des États-Unis. Nous appelons les États-Unis à se conformer à la volonté du monde et à mettre fin au blocus criminel de Cuba.

Les communistes ont toujours répondu à l’appel en faveur d’une plus grande égalité entre les hommes et les femmes et se sont continuellement battus pour l’accès aux services de garde d’enfants, aux soins de santé en matière de reproduction, à un salaire véritablement égal et à l’éducation pour les femmes et les personnes opprimées en raison de leur genre.

L’oppression renforce l’exploitation d’une classe par une autre. Aujourd’hui et demain, la YCL-LJC reste engagée dans la lutte contre toutes les formes d’oppression.

International Women’s Day Greetings from the YCL-LJC

On the occasion of March 8, International Women’s Day, the Central Executive Committee of the Young Communist League of Canada – Ligue de la jeunesse communiste du canada extends revolutionary greetings to all those struggling for women’s rights.

This International Women’s Day, the YCL-LJC espouses the interrelating pillars of the Women’s International Democratic Federation: anti-fascism, lasting peace, women’s rights, and better conditions for children.

Working conditions remain at the forefront of the struggle for equality and women’s rights. On average in Canada, women working full time earn 75 cents for every dollar earned by men. The gender pay gap in Canada is one of the worst in the world at nearly double the global average. Despite legislation since the 1970s outlawing pay inequity among genders, the gender pay gap exists across all industries in Canada.

The gender pay gap is more than double in the private sector than it is in the public sector. The significantly higher union density in the public sector contributes to this. Organized labour has played the decisive role in the push for women’s rights in Canada. Notably, the 1979 Common Front in Quebec and the 1981 Canadian Union of Postal Workers 42-day strike paved the way for paid maternity leave for all working moms in the country.

Banking and financial services have the highest percentage of women workers and the largest pay gap of all the federally regulated private sector industries, with 54.7 percent of women employees in that sector and a wage gap of 82 cents for every dollar earned by men in the sector.

As young communists, we need to agitate for a public monopoly on social services, with universal, not tiered or qualified access. Increasing the social wage with childcare, education, healthcare, transportation, social housing will disproportionately benefit women facing oppression and lower compensation. Increasing social services also means more quality unionized jobs in sectors with a higher portion of women workers such as healthcare, education, and civil service administration.

There is no equality possible in the face of war and genocide. “Fighting to defend the rights of women” is frequently used in propaganda calling for military intervention. Peace is a requirement for equality. Women are always the first victims of war, their rights are ignored and delayed as their homes, their families and their communities are destroyed. Peace is a women’s rights issue.

We express full solidarity with the women of Palestine, and our support for the Boycott, Divestment and Sanctions campaign against Israel, which is attempting a genocide of the Palestinian people with the backing of the imperialist powers.

Cuban women have suffered over 60 years of an illegal blockade. This is an extra-territorial imposition on the nations of the world to force them to abide by a policy decision of the United States. We call on the United States to abide by the will of the world and stop the criminal blockade of Cuba.

Communists have always taken up the call for increased gender equality, and have continuously fought for accessible childcare, reproductive healthcare, truly equal pay rates, and higher rates of education for women and gender-oppressed people.

Oppression strengthens and reinforces the exploitation of one class over another. Today and tomorrow, the YCL-LJC remains committed to the fight against all forms of oppression.

Post-Secondary Education is in Crisis

Post-secondary education (PSE) in Canada has reached a crisis point. This crisis is demonstrable by the recent announcement by the federal government of a cap on international student enrollment in addition to the news that many PSE institutions are running substantial budget deficits.

Notably, Queen’s University in Ontario announced that in response to their projected budget deficit, they will introduce major cuts. Queen’s Provost Matthew Evans stated at a December town hall, “I’m concerned about the survival of this institution. Unless we sort this out, we will go under”. The cuts include eliminating all undergraduate courses with less than 10 students next year, introducing a hiring freeze, and laying off adjunct professors. The cuts at Queen’s are being introduced despite the university having the fifth largest university endowment in the country, valued at over $1.4 billion. Additionally, Queen’s has $600 million of accumulated surplus compared to a $62 million projected deficit pre-cuts or $48 million post-cuts.

Nearly half of universities in Ontario, 10 out of the province’s 23 public universities, are facing fiscal deficits this year.

In October of last year, the Quebec government made the controversial decision to increase tuition for Canadian students from outside Quebec from $8,992 a year to $17,000, while international students would pay a minimum of $20,000. The move was made under the auspices of protecting the French language. However, the impact will not just be on the out-of-province students at the three English-language universities in Quebec, but first and foremost on Franco-Canadian students who rely on the Quebec PSE system due to inadequacies in their home provinces.

The Canadian immigration system is designed to maintain an abundance of temporary immigration statuses in order to ensure a steady supply of precarious, non-union, low-wage workers to tamp down wages and working conditions for all. Universities, colleges, and a growing number of private institutions have been using international students as a replacement for dwindling public financial support, since international students pay higher tuition fees. The international student cap has been introduced because the ruling class does not have the same need for expanding the reserve army of labour to put a downward pressure on wages. Now inflation is getting the job of reducing wages done for them. Reducing international student enrollment can help manufacture a crisis in PSE so they can undergo corporatised restructuring and accelerate the commodification and exclusivity of education as we have already seen at Laurentian University.

The ruling class will have us believe the roots of this crisis lay in tuition fees not rising fast enough or ‘inefficiencies’ such as workers salaries. But the truth is the crisis stems from the general crisis of capitalism. We are in this position because of decades of underfunding from provincial and federal governments of all political stripes as well as the corporate leadership of PSE institutions pushing for a commodification of education.

The expansion of for-profit colleges and universities, including their partnerships with public schools, leads to an unacceptably low quality of education. It also changes the dynamic from a merit-based system to a consumer-oriented one, where students see PSE as a financial investment that opens the door to a higher salary, rather than viewing PSE as an opportunity to develop critical thinking as well as important technical skills.

We have already seen provincial governments in Ontario, Alberta, and Manitoba introduce “performance-based” funding in which public funding would be pinned to labour market needs. Under this scheme, PSE institutions would no longer receive funding based on enrollment, an arrangement that is already inadequate especially for smaller institutions and those in areas outside major urban centres. Instead they would be financially supported according to student outcomes such as hiring rates and employment earnings. Without a doubt, this will benefit professional programs and those that are linked with specific industrial entities at the direction of the school’s board of governors who come from Bay Street and big business. Performance-based funding will come at the expense of a huge range of liberal arts, humanities and languages programs, and critical intellectual inquiry.

This crisis will not only affect current and future students. PSE is a major industry in all provinces. The economy of Canada relies on having an educated pool of labour. The majority of people in Canada have received some form of post-secondary accreditation. According to the OECD, Canada’s population has the highest rate of tertiary education completion in the world. PSE accounts for more than $40 billion in government revenue annually or approximately 1.2 percent of the GDP of Canada. In Ontario alone, it is estimated that the economic impact of its 21 public universities and 24 public colleges is more than $120 billion a year. The PSE sector in Canada directly employs more than 440,000 people across the country and contributes another 300,000 indirect jobs.

What is needed now is a serious investment of public funds into PSE. The reliance on tuition fees, particularly from international students, over public funds has created an unsustainable funding model that is leading to a major contraction of the PSE sector.

Public funding to PSE in Canada has been slashed from 80 percent 30 years ago to under 50 percent today. Public funding for PSE has been stagnant or decreasing for more than a decade, despite soaring inflation. From 2008 to 2020, student enrolment increased by more than 20 percent whereas income from tuition rose by nearly 70 percent across Canada. Big business, which dictates most of government policy, has made it clear that it is not concerned with expanding access to quality education in Canada. The capitalists are lobbying hard to limit access and take direct control over universities and colleges.

We must fight for an expansion of quality and accessible education for all. The layoffs and tuition hikes being proposed by administrations across the country will exacerbate the crisis, not resolve it.

We cannot fall for the cynical traps offered by the bourgeoisie — the argument that liberal arts education is a luxury, that only “employable” studies should be offered, or that free education will subsidize the wealthy by taxing workers.

Our role as young communists in the broad student movement is to build unity in action, inject ideas of class struggle, and try to navigate away from adventurous or reformist dead ends. Student unions and their federations have been moving away from their necessary role as fighting bodies to becoming service providers for dental plans or ISIC cards. As the YCL-LJC, we must put forward the demand for a public monopoly on PSE that provides free education for all. Our clubs that are based on campuses must work to build up a student movement that can stand with workers and their unions against cuts in classes and services; that can fight against tuition hikes; that can mobilize students in the hundreds of thousands like we have seen before in this country.

Ultimately, our role is to build the fight for socialism, which will provide a real barrier-free democratic and emancipatory education for all that work for it.

JOINT STATEMENT OF COMMUNIST YOUTH ORGANISATIONS: Solidarity with the Palestinian people!

1. We demand that Israel’s aggression and blockade on the Gaza Strip and the West Bank stop now. We call on the people to continue to take to the streets to struggle, to organize popular mobilizations against Israeli aggression all around the world.
We express our full solidarity with the Palestinian people and condemn the brutal military offensive, the inhuman blockade and the barbarous genocide by the Israel in the Gaza Strip, with thousands of dead civilians, children and elderly, deprived of food, water, medicine and electricity. We denounce the support of the USA, Britain, NATO and the EU for the Israeli offensive.

2. We condemn the decades-long Israeli occupation of the Palestinian territories, the killings, imprisonment, persecution and settlements. We defend the right of the Palestinian people to a free homeland, to be masters of their own land. We demand an end to the Israeli occupation, the creation and recognition of an independent Palestinian state, the cessation and dismantling of the illegal settlements in the Palestinian territories, the release of prisoners from Israeli jails, the return of refugees in accordance with UN resolution 194.The occupation of Palestine by Israel, supported by US-NATO imperialism, is the source of the suffering of the Palestinian people, and all the peoples of the region. As long as the occupation continues, the conflicts will continue, the peoples will be prevented from living in peace, they will be in danger of being caught in the vortex of a generalised war.

3. The CYOs signing the joint declaration express their internationalist solidarity and call upon the workers, the peoples, the youth, in all countries to strengthen the struggle to stop the massacre in the Gaza Strip and end the occupation of Palestine by Israel to express decisive solidarity with the just struggle of the Palestinian people.

Solidarité avec la jeunesse communiste du Venezuela / Solidarity with the Communist Youth of Venezuela

La Ligue de la jeunesse communiste du Canada, réunie en Congrès les 7, 8 et 9 octobre 2023, exprime son entière solidarité envers la Jeunesse communiste du Venezuela (JCV) et le Parti communiste du Venezuela (PCV) à la veille d’être frappés par la répression du gouvernement Maduro.

En premier lieu, il convient de rappeler que notre organisation a été la seule à défendre avec fermeté et principe la souveraineté nationale et le processus bolivarien. Nous l’avons fait alors que le parlement canadien se ralliait unanimement derrière l’appui aux sanctions, s’ingérait directement dans les affaires internes du Venezuela au point de faire partie des premières voix à reconnaître l’usurpateur criminel Juan Guaido comme président. D’ailleurs, il le reconnaît toujours alors que le monde entier s’éloigne de cette supercherie.

De notre côté, nous continuerons évidemment à défendre la souveraineté du peuple vénézuélien et à dénoncer toute tentative de manipulation, d’ingérence et d’invasion dans les affaires internes du pays.

Cependant, nous ne pouvons rester silencieux devant les récents évènements qui visent à rendre illégal le Parti communiste du Venezuela, premier parti politique à avoir reconnu la valeur anti-impérialiste de Chavez et du processus bolivarien. Nous ne pouvons accepter que le parti au pouvoir, le PSUV, poursuive des pourparlers avec « l’opposition » dont la plupart des éléments devraient être emprisonnés pour les crimes dont ils se sont rendus responsables au cours des dernières années (et dont nos camarades ont bien trop souvent payé les frais) alors qu’il crée de toute pièces un Parti communiste factice dans le but d’illégaliser le PCV.

Cette dynamique n’est pas anodine. Elle témoigne du fait que devant les attaques répétées et exacerbées de l’impérialisme états-unien et de ses alliés, le gouvernement Maduro a capitulé au lieu de s’engager dans la voie véritablement révolutionnaire notamment en socialisant le secteur de l’import – export, en développant les industries industrialisantes, en procédant à une véritable réforme agraire, etc. À l’inverse, il s’est aventuré dans un compromis avec les impérialistes et la bourgeoisie comprador. C’est ainsi que la Loi organique du Travail est allègrement bafouée, les entreprises autrefois nationalisées sont privatisées, des minières canadiennes expropriées sous Chavez réapparaissent, etc.

L’illégalisation du Parti communiste et de la jeunesse communiste n’est que l’aboutissement logique de cette dynamique. En effet, pour procéder à ce nouveau partage des rôles où le pouvoir politique reste aux mains du PSUV alors que le pouvoir économique se concentre dans les mains de l’ancienne droite continentale, il faut éliminer la seule opposition de gauche conséquente, soit le PCV.

Ce scénario témoigne des limites du processus de libération nationale lorsque les communistes sont écartés de celui-ci. C’est pourquoi nous déclarons aujourd’hui que la défense de la souveraineté du Venezuela ne peut se faire au détriment des communistes. Au contraire, la défense de la souveraineté du peuple et de la jeunesse vénézuéliens n’est possible que grâce à l’appui à la lutte des communistes.

En guise de conclusion, nous estimons qu’il est de bon aloi lors, d’un Congrès de la jeunesse communiste, que de se rappeler les sages conseils prodigués par l’auguste Eduardo Gallegos Mancera dans sa Lettre au jeune communiste : « tu seras presque certainement – espérons que non – objet de la répression déchainée de ceux qui résistent âprement à perdre leurs privilèges. Ne fléchis en aucun instant. L’honneur révolutionnaire prévaut sur toute éventualité, y compris la conservation de sa propre existence. Dans les moments critiques, rappelle-toi l’exemplarité de Julio Fucik, de Che Guevara et de notre Alberto Lovera. Maintiens au plus haut ta dignité de combattant. »

Par votre courage, vous lui rendez un honneur incommensurable. Nous clôturons donc cette déclaration de la même manière que lui en septembre 1988 : « salut à toi, jeune camarade, qui devras édifier le socialisme, sois-en certain, au XXIe siècle! »

L’étoile rouge brillera, le coq rouge chantera!

The Young Communist League of Canada, meeting in Convention on October 7, 8 and 9, 2023, expresses its full solidarity with the Communist Youth of Venezuela (JCV) and the Communist Party of Venezuela (PCV) on the eve of being hit by the Maduro government’s repression.

First of all, it should be recalled that our organization has been the only one to stand firm and principled in defending national sovereignty and the Bolivarian process. We did so at a time when the Canadian Parliament was unanimously rallying behind support for sanctions, interfering directly in Venezuela’s internal affairs to the point of being among the first to recognize the criminal usurper Juan Guaido as president. In fact, it continues to do so, even as the world moves away from this deception.

For our part, we will of course continue to defend the sovereignty of the Venezuelan people and denounce all attempts at manipulation, interference, and invasion in the country’s internal affairs.

However, we cannot remain silent in the face of recent events aimed at outlawing the Communist Party of Venezuela, the first political party to recognize the anti-imperialist value of Chavez and the Bolivarian process. We cannot accept that the party in power, the PSUV, should continue talks with the “opposition,” most of whose members should be imprisoned for the crimes they have committed in recent years (and for which our comrades have all too often paid the price), while at the same time creating a dummy Communist Party out of thin air, with the aim of outlawing the PCV.

This dynamic is not insignificant. It testifies to the fact that, faced with repeated and exacerbated attacks by U.S. imperialism and its allies, the Maduro government has capitulated instead of taking the truly revolutionary path, notably by socializing the import-export sector, developing industrializing industries, carrying out genuine agrarian reform, etc. On the other hand, it ventured into a compromise with the imperialists and the comprador bourgeoisie. As a result, the Organic Labour Law was blithely flouted, formerly nationalized companies were privatized, Canadian mining companies expropriated under Chavez reappeared, and so on.

The illegalization of the Communist Party and Communist Youth is only the logical outcome of this dynamic. Indeed, in order to achieve this new power-sharing arrangement where political power remains in the hands of the PSUV while economic power is concentrated in the hands of the former continental right, the only consistent left-wing opposition – the PCV – must be eliminated.

This scenario demonstrates the limits of the national liberation process when communists are excluded from it. This is why we declare today that the defense of Venezuela’s sovereignty cannot be achieved at the expense of the communists. On the contrary, defending the sovereignty of the Venezuelan people and youth is only possible by supporting the struggle of the communists.

To conclude, we believe that it is fitting at a YCL-LJC Convention to remember the wise advice given by the august Eduardo Gallegos Mancera in his Letter to the Young Communist: “You will almost certainly – let’s hope not – be the object of unbridled repression by those who bitterly resist losing their privileges. Do not falter in any way. Revolutionary honour prevails over any eventuality, including the preservation of one’s own existence. In critical moments, remember the example set by Julio Fucik, Che Guevara, and our own Alberto Lovera. Maintain your fighting dignity at the highest level.”

By your courage, you are honouring him immeasurably. We therefore close this declaration in the same way as he did in September 1988: “Hail to you, young comrade, who will have to build socialism, be sure of it, in the 21st century!”

Solidarité avec le Front commun / Solidarity with the Common Front

La Ligue de la jeunesse communiste du Canada témoigne de sa pleine solidarité envers la lutte des 420 000 salarié-es des services publics au Québec qui, réunis en Front commun, s’attaquent aux politiques hostiles et anti-populaires du gouvernement de François Legault. Nous étendons notre solidarité aux autres travailleur-euses du secteur public dont la convention collective est échue depuis le 31 mars dernier et les encourageons à emboiter le pas et à joindre la lutte de leurs collègues du Front commun qui adoptent à très forte majorité des mandats de grève allant jusqu’à la grève générale illimitée.

Nous dénonçons les offres du gouvernement qui, avec une augmentation salariale d’à peine 9% sur cinq ans, sont bien en-deçà du taux d’inflation. Les données de ce même gouvernement planchent en effet sur une inflation qui devrait atteindre plus de 16%, ce qui prouve que son but avoué est d’appauvrir les employé-es du secteur public. Nous dénonçons également les méthodes vicieuses employées par la partie patronale qui, au lieu de négocier de bonne foi, cherche à prendre la population à parti dans l’objectif d’isoler le Front commun et sans doute imposer un retour au travail par loi spéciale.

Considérant que la lutte dans laquelle s’embarque le Front commun a pour objectif l’expansion et l’amélioration de nos services publics (donc de notre salaire socialisé), la jeunesse tant ouvrière qu’étudiante a tout à gagner en se rangeant derrière cette lutte. En effet, après des décennies de néolibéralisme exacerbé, nos écoles, nos universités et par conséquent, nos conditions d’études se sont dégradées, sans compter le caractère de plus en plus prohibitif des frais de scolarité. Il en est de même de la condition de nos hôpitaux et de notre système de santé lui aussi en proie à la privatisation à toute vapeur. Enfin, rappelons que de meilleures conditions salariales et l’expansion de nos services publics sont un gage de création d’emplois stables, bien rémunérés et syndiqués.

Nous savons également que cette bataille sera décisive non seulement pour la classe ouvrière de l’ensemble du Québec, mais aussi pour l’ensemble du Canada. En effet, une victoire du gouvernement CAQ galvaniserait les différents dirigeants provinciaux et les encouragerait à imposer plus violemment la feuille de route des monopoles. Car si 420 000 salarié-es en grève contre un seul patron n’arrivent pas, qui y parviendra? Inversement, une victoire du Front commun porterait un coup dur à la CAQ, mais aussi à l’ensemble des gouvernements provinciaux réactionnaires qui cherchent à déposséder la classe ouvrière des quelques conquêtes sociales dont elle bénéficie, mais aussi de ses droits.

Jeunes communistes, nous reconnaissons le caractère historique de cette mobilisation qui a lieu dans un contexte d’inflation, de hausse des taux d’intérêts et d’un transfert d’argent inégalé du travail vers le capital. C’est pourquoi nous nous engageons à appuyer activement le Front commun et à en promouvoir les demandes au Québec comme ailleurs au Canada où nous mettrons tout en branle pour multiplier les actions de solidarité à travers notre presse, dans nos syndicats et associations étudiantes.

The Young Communist League of Canada expresses its full solidarity with the struggle of the 420,000 public sector workers in Quebec who, united as a Common Front, are taking on the hostile, anti-people policies of François Legault’s government. We extend our solidarity to other public sector workers whose collective agreements expired on March 31, and encourage them to follow in the footsteps of their Common Front colleagues, who are overwhelmingly adopting strike mandates up to and including an unlimited general strike.

We denounce the government’s offers, which, with a wage increase of barely 9% over five years, are well below the rate of inflation. In fact, the government’s own figures project inflation at over 16%, proving that its avowed aim is to impoverish public sector employees. We also denounce the vicious methods employed by the employer party, which, instead of negotiating in good faith, seeks to appeal to the population with the aim of isolating the Common Front and undoubtedly imposing a return to work by special legislation.

Considering that the struggle in which the Common Front is embarking is aimed at expanding and improving our public services (and therefore our socialized wage), both young workers and students have everything to gain by rallying behind this struggle. Indeed, after decades of exacerbated neoliberalism, our schools and universities, and consequently our conditions of study, have deteriorated, not to mention the increasingly prohibitive nature of tuition fees. The same applies to the condition of our hospitals and healthcare system, which are also falling prey to privatization at full steam. Finally, let us not forget that better wage conditions and the expansion of our public services are a guarantee of stable, well-paid, unionized jobs.

We also know that this battle will be decisive not only for the working class throughout Quebec, but for Canada as a whole. Indeed, a CAQ government victory would galvanize the various provincial leaders and encourage them to impose the monopolies’ roadmap more violently. For if 420,000 workers on strike against a single boss can’t do it, who can? Conversely, a Common Front victory would deal a heavy blow not only to the CAQ, but also to all reactionary provincial governments seeking to deprive the working class of the few social conquests it enjoys, but also of its rights.

As young communists, we recognize the historic nature of this mobilization, which is taking place in a context of inflation, rising interest rates, and an unprecedented transfer of money from labour to capital. That is why we are committed to actively supporting the Common Front and promoting its demands in Quebec and elsewhere in Canada, where we will be pulling out all the stops to multiply solidarity actions through our press, unions, and student associations.

The YCL-LJC expresses our full solidarity with the York Federation of Students, York Graduate Students’ Union, and Glendon College Student Union in the face of attacks by the York University administration and members of the Provincial and Federal Parliament.

The students’ unions at York issued a statement on Thursday, October 12 in solidarity with the Palestinian people and defended their right to resist. Subsequently, they have come under fire from the University administration; the bourgeois media; the Ontario Minister of Universities, Colleges, and Training; the Canadian Minister of Justice; and other federal and provincial elected officials.

This attack is first and foremost part of the broader attack on the Palestine solidarity movement; the Boycott, Sanctions, and Divestment on Israel (BDS) campaign; and the broader anti-imperialist peace movement. For years the government and the monopolies they represent have been attempting to crush the Palestinian solidarity movement in Canada to support what they see as an ally against anti-imperialist movements in the Middle East, similar to Canadian military and diplomatic support for Saudi Arabia and other Gulf states.

Recently, we saw attacks on students’ unions at McGill and the University of Toronto for democratically passing BDS motions. In Ontario, Doug Ford and the Tories tried to ban Al-Quds Day events in 2018. They also passed an Order-in-Council adopting the International Holocaust Remembrance Association (IHRA) definition of anti-Jewish racism which wrongly equates criticisms of Israel and Zionism with antisemitism. The federal Liberals in 2016 passed a motion in Parliament to officially condemn the BDS campaign; in 2019, the Liberals adopted the IHRA definition.

However, government officials have been silent when the Israeli “Defence” Forces illegally set up recruitment events at universities across the country. In fact, the Canadian Embassy in Israel has even hosted events honouring and celebrating the “contributions” those with Canadian passports have made to the occupation of Palestine. When Canadian physician Tarek Loubani was shot by an IDF sniper in Gaza while clearly identified as actively providing medical care, the Canadian government pressed the International Criminal Court (ICC) to not investigate Israel for crimes against humanity. In a 2020 letter to the ICC, the Canadian government stated, “Canada’s longstanding position is that it does not recognize a Palestinian state and therefore does not recognize the accession of such a state to international treaties, including the Rome Statute. In the absence of a Palestinian state, it is Canada’s view that the Court does not have jurisdiction in this matter.”

The position of the Canadian state is in contravention with numerous United Nations General Assembly resolutions and with the position of the vast majority of member states, most notably United Nations General Assembly Resolution 3236. The United Nations General Assembly Resolution 3236 clearly recognizes “that the Palestinian people are entitled to self-determination” and affirms “the inalienable rights of the Palestinian people in Palestine, including: the right to self-determination without external interference; the right to national independence and sovereignty; […] the right of the Palestinian people to regain its rights by all means in accordance with the purposes and principles of the Charter of the United Nations.”

Furthermore, the York Federation of Students is the largest undergraduate student union in Canada. The students of York University have democratically elected their representatives and the joint statement by the three students’ unions is well within their mandate to represent and organize students at their university, and in line with the democratic decisions of their annual general meetings. This attack on the York student unions is consistent with a rising trend of university administrations interfering with student democracy. Students’ unions are autonomous and independent from the institution, and this attack on the YFS’s autonomy is reminiscent of the Student Choice Initiative that the Ford government attempted to implement in 2019, but was defeated in court. The affairs of students’ unions, both political and internal, are not to be interfered with by the administration, nor the government. Students have the right to have their voice and to collectively make decisions. The YCL-LJC says hands off student democracy.

Around the world this week we have seen attacks on the Palestinian movement, from the white phosphorus bombing of civilian targets including hospitals in Gaza by the IDF to the banning of Palestinian flags and demonstrations in many countries. The YCL-LJC reiterates our support for the Palestinian people’s right of return, its right to self-determination, and its right to resist occupation. In the face of Zionist aggression we must give strength to the solidarity movement here in Canada, in particular the BDS movement. We must identify and isolate the Canadian capitalist monopolies that are profiteering from the death and destruction in Palestine.

Palestine will live, Palestine will win!

La YCL-LJC exprime son entière solidarité avec la York Federation of Students, le York Graduate Students’ Union et le Glendon College Student Union face aux attaques de l’administration de l’Université de York et des membres des parlements provincial et fédéral.

Le jeudi 12 octobre, les associations étudiantes de York ont publié une déclaration de solidarité avec le peuple palestinien et ont défendu son droit à la résistance. Par la suite, elles ont essuyé les tirs de l’administration de l’université, des médias bourgeois, du ministre ontarien des Universités, des Collèges et de la Formation, du ministre canadien de la Justice et d’autres élus fédéraux et provinciaux.

Cette attaque s’inscrit d’abord et avant tout dans le cadre d’une attaque plus large contre le mouvement de solidarité avec la Palestine, contre la campagne de boycott, de sanctions et de désinvestissement contre Israël (BDS) et contre le mouvement pour la paix anti-impérialiste dans son ensemble. Depuis des années, le gouvernement et les monopoles qu’il représente tentent d’écraser le mouvement de solidarité avec la Palestine au Canada pour soutenir ce qu’ils considèrent comme un allié contre les mouvements anti-impérialistes au Moyen-Orient, à l’instar du soutien militaire et diplomatique du Canada à l’Arabie saoudite et à d’autres États du Golfe.

Récemment, nous avons assisté à des attaques contre des associations étudiantes à McGill et à l’Université de Toronto pour avoir adopté démocratiquement des motions BDS. En Ontario, Doug Ford et les conservateurs ont tenté d’interdire les événements de la Journée Al-Quds en 2018. Ils ont également fait passer un décret adoptant la définition du racisme antijuif de l’Association internationale pour la mémoire de l’Holocauste (IHRA), qui assimile à tort les critiques d’Israël et du sionisme à de l’antisémitisme. En 2016, les libéraux fédéraux ont adopté une motion au Parlement pour condamner officiellement la campagne BDS ; en 2019, les libéraux ont adopté la définition de l’IHRA.

Cependant, les représentants du gouvernement sont restés silencieux lorsque l’Armée de « défense » d’Israël a illégalement organisé des événements de recrutement dans les universités du pays. En fait, l’ambassade du Canada en Israël a même organisé des événements pour honorer et célébrer les « contributions » des détenteurs de passeports canadiens à l’occupation de la Palestine. Lorsque le médecin canadien Tarek Loubani a été abattu par un tireur d’élite de l’armée israélienne à Gaza alors qu’il était clairement identifié comme fournissant activement des soins médicaux, le gouvernement canadien a fait pression sur la Cour pénale internationale (CPI) pour qu’elle n’enquête pas sur Israël pour crimes contre l’humanité. Dans une lettre adressée à la CPI en 2020, le gouvernement canadien a déclaré : « La position de longue date du Canada est qu’il ne reconnaît pas un État palestinien et, par conséquent, ne reconnaît pas l’adhésion d’un tel État aux traités internationaux, y compris le Statut de Rome. En l’absence d’un État palestinien, le Canada est d’avis que la Cour n’est pas compétente en la matière. »

La position de l’État canadien est en contradiction avec de nombreuses résolutions de l’Assemblée générale des Nations unies et avec la position de la grande majorité des États membres, notamment la résolution 3236 de l’Assemblée générale des Nations unies. La résolution 3236 de l’Assemblée générale des Nations Unies reconnaît clairement que « le peuple palestinien a droit à l’autodétermination » et affirme « les droits inaliénables du peuple palestinien en Palestine, notamment : le droit à l’autodétermination sans ingérence extérieure ; le droit à l’indépendance et à la souveraineté nationales ; […] le droit du peuple palestinien de recouvrer ses droits par tous les moyens conformément aux buts et principes énoncés dans la Charte des Nations Unies ».

Par ailleurs, la York Federation of Students est la plus grande association étudiante de premier cycle au Canada. Les étudiant-es de l’Université de York ont démocratiquement élu leurs représentants et la déclaration commune des trois associations étudiantes s’inscrit parfaitement dans le cadre de leur mandat de représentation et d’organisation des étudiant-es de leur université, en exécution des décisions démocratiques de leurs assemblées générales annuelles. Cette attaque contre les associations étudiantes de York s’inscrit dans une tendance croissante à l’ingérence des administrations universitaires dans la démocratie étudiante. Les associations étudiantes sont autonomes et indépendantes de l’institution, et cette attaque contre l’autonomie du YFS rappelle « l’initiative de liberté de choix des étudiants » que le gouvernement Ford a tenté de mettre en œuvre en 2019, mais qui a été rejetée par le tribunal. Les affaires des associations étudiantes, tant politiques qu’internes, ne doivent subir l’ingérence ni de l’administration, ni du gouvernement. Les étudiant-es ont le droit de s’exprimer et de prendre des décisions collectivement. La YCL-LJC affirme : Ne touchez pas à la démocratie étudiante!

Cette semaine, nous avons assisté dans le monde entier à des attaques contre le mouvement palestinien, depuis le bombardement au phosphore blanc de cibles civiles, dont des hôpitaux, à Gaza par l’armée israélienne, jusqu’à l’interdiction des drapeaux palestiniens et des manifestations dans de nombreux pays. La YCL-LJC réitère son soutien au droit au retour du peuple palestinien, à son droit à l’autodétermination et à son droit de résister à l’occupation. Face à l’agression sioniste, nous devons renforcer le mouvement de solidarité ici au Canada, en particulier le mouvement BDS. Nous devons identifier et isoler les monopoles capitalistes canadiens qui profitent de la mort et de la destruction en Palestine.

La Palestine vivra, la Palestine vaincra!

Quelques heures à peine avant le début de notre Congrès central, la puissance de feu du Hamas pilonnait des positions israéliennes depuis la bande de Gaza. Jamais, depuis 1973, l’armée sioniste n’a connu un tel revers. À l’heure d’approuver cette déclaration, on dénombre au moins 600 morts du côté israélien.

Si le décès de civils tant israéliens que palestiniens est à déplorer, la Ligue de la jeunesse communiste du Canada réitère sa solidarité envers le peuple palestinien et sa lutte de libération du joug sioniste avec la fermeté anti-impérialiste qui nous anime depuis 100 ans. Bien que la situation risque d’évoluer rapidement au cours des prochains jours, nous réitérons que dans cette affaire, l’agresseur, c’est le sionisme propulsé par l’impérialisme – dont celui du Canada – et la réaction mondiale. Nous ne pouvons passer sous silence l’intensification de son offensive au cours des dernières années, à commencer par les récents accords d’Abraham auquel se sont joint des régimes réactionnaires du monde arabe dans le but de piétiner tout espoir d’un État palestinien viable. Dans un tel contexte, nous ne pouvons que reconnaître et défendre son droit à la résistance, y compris la résistance armée.

Nous ne nous reconnaissons ni dans l’idéologie ni dans les méthodes du Hamas. Cependant, nous comprenons que son appui populaire résulte de décennies de colonisation, d’invasion, d’occupation et de blocus sionistes avec l’appui tacite des gouvernements occidentaux, de l’échec manifeste des Accords d’Oslo et d’une Autorité palestinienne ossifiée et gangrenée par ses contradictions internes.

Dans un contexte où il ne fait aucun doute que l’Armée sioniste d’Israël ne perdra aucun instant pour répondre par le feu et sans pitié à cette attaque, menaçant ainsi une guerre étendue dans l’ensemble de la région, la Ligue de la jeunesse communiste appelle l’ensemble des jeunes anti-impérialistes, progressistes, démocrates et de bonne volonté ainsi que l’ensemble des mouvements démocratiques et populaires à intensifier leur appui à la lutte du peuple Palestinien.

Nous dénonçons par conséquent toutes les forces qui essaient de faire porter le fardeau de ces attaques à la résistance palestinienne et réitérons nos demandes en faveur de la création dans les plus brefs délais d’un État palestinien viable dans les frontières de 1967 avec Jérusalem-Est comme capitale, la garantie du droit au retour des réfugiés de 1948, le démantèlement de toutes les colonies sionistes (illégales aux yeux du droit international). Ces demandes ne solutionneront sans doute pas l’ensemble du problème palestinien, mais ce sont les seules qui permettraient de paver la voie à une solution durable à ce conflit.

Nous offrons enfin notre entière solidarité à nos organisations sœurs en Palestine et dans l’ensemble de la région.

Just hours before the start of our Central Convention, the firepower of Hamas was pounding Israeli positions from the Gaza Strip. Not since 1973 has the Zionist army suffered such a setback. At the time of approving this statement, at least 600 Israelis had died.

While the deaths of both Israeli and Palestinian civilians are to be deplored, the Young Communist League of Canada reiterates its solidarity with the Palestinian people and their struggle for liberation from the Zionist yoke, with the anti-imperialist firmness that has animated us for 100 years. Although the situation is likely to evolve rapidly over the next few days, we reiterate that the aggressor in this affair is Zionism, propelled by imperialism – including Canadian imperialism – and world reaction. We cannot ignore the intensification of its offensive in recent years, starting with the recent Abraham Accords, which reactionary regimes in the Arab world have joined to trample on any hope of a viable Palestinian state. In such a context, we can only recognize and defend its right to resistance, including armed resistance.

We recognize ourselves in neither the ideology nor the methods of Hamas. However, we understand that its popular support is the result of decades of Zionist colonization, invasion, occupation and blockade, with the tacit support of Western governments, the manifest failure of the Oslo Accords and an ossified Palestinian Authority riddled with internal contradictions.

In a context where there is no doubt that the Zionist Army of Israel will lose no time in responding to this attack with fire and without mercy, threatening an extended war throughout the region, the Young Communist League calls on all young anti-imperialists, progressives, democrats and people of good will, as well as all democratic and popular movements, to intensify their support for the struggle of the Palestinian people.

We therefore denounce all forces that try to shift the burden of these attacks onto the Palestinian resistance, and reiterate our demands for the creation as soon as possible of a viable Palestinian state within the 1967 borders, with East Jerusalem as its capital, the guarantee of the 1948 refugees’ right of return, and the dismantling of all Zionist settlements (illegal under international law). These demands may not solve the entire Palestinian problem, but they are the only ones that could pave the way for a lasting solution to this conflict.

Finally, we offer our full solidarity to our sister organizations in Palestine and throughout the region.

La Ligue de la jeunesse communiste du Canada condamne sans équivoque l’attaque terroriste contre l’ambassade de Cuba à Washington.

Dans la soirée du dimanche 24 septembre, la mission diplomatique cubaine aux États-Unis a été attaquée par des terroristes armés de cocktails Molotov. Il s’agit de la deuxième attaque contre la mission au cours des dernières années.

Les terroristes anti-cubains ont eu toute latitude pour attaquer Cuba, faire exploser un avion de ligne cubain, lancer une invasion de Cuba soutenue par l’armée américaine, faire des centaines de tentatives d’assassinat de dirigeants cubains, poser des bombes tuant des milliers de Cubains, utiliser la guerre chimique et biologique pour détruire les récoltes et les animaux, rendant malades et tuant des milliers de personnes, et ce pendant six décennies. Ces faits sont bien fondés et connus dans le monde entier.

Le YCL-LJC réitère son soutien au peuple cubain et à sa révolution, ainsi que sa solidarité sans faille avec son organisation sœur, l’Union des jeunes communistes de Cuba (UJC). La construction du mouvement de solidarité avec Cuba au Canada continue d’être une priorité pour notre travail en tant que jeunes communistes.

Les contributions de Cuba à la classe ouvrière internationale sont anciennes et variées. Nous ne pouvons pas non plus oublier le geste altruiste de Fidel Castro pour réactiver le mouvement des FMJE, qui a été, après presque une décennie sans festivals et à un moment difficile pour la jeunesse anti-impérialiste et le mouvement dans son ensemble, d’accueillir pour la deuxième fois un FMJE, la XIVe édition, à La Havane en 1997 pour relancer cet événement très pertinent.

La Ligue de la jeunesse communiste du Canada condamne ces actes terroristes qui s’intensifient et qui doivent être stoppés dès maintenant par la condamnation publique et l’intervention du gouvernement canadien et des mouvements syndicaux et démocratiques. Le silence n’est pas une option.

En outre, Cuba doit être retiré de la liste américaine des États soutenant le terrorisme, et le blocus économique et les sanctions des États-Unis à l’encontre de Cuba doivent être levés immédiatement.

The Young Communist League of Canada unequivocally condemns the terrorist attack on the Cuban Embassy in Washington.

On the evening of Sunday, September 24, the Cuban diplomatic mission in the United States was attacked by terrorists armed with Molotov cocktails. This is the second attack on the mission in recent years.

Anti-Cuban terrorists have had a free hand to attack Cuba, to blow up a Cuban airliner, launch an invasion of Cuba supported by the U.S. military, make hundreds of attempts to assassinate Cuban leaders, plant bombs killing thousands of Cubans, use chemical and biological

warfare to destroy crops and animals, sickening and killing thousands of people – for six decades. These are facts that are well-founded and well known around the world.

The YCL-LJC reiterates our support for the Cuban people and its revolution, and our unrelenting solidarity with our sister organization the Communist Youth Union of Cuba (UJC). Building the Cuba solidarity movement in Canada continues to be a priority for our work as young communists.

Cuba’s contributions to the international working class are long-standing and wide-ranging. From the support of anti-imperialist and national liberation movements around the world, including countless gestures of solidarity toward the World Federation of Democratic Youth (WFDY) and the World Festival of Youth and Students (WFYS), to Cuba’s selfless acts in the world of health and sanitation, including natural disaster support and the recent work of the Henry Reeve Brigade during the COVID-19 pandemic, Cuba has shown itself to be a friend of peoples around the world, committed to progress and peace.

The anti-imperialist youth will always be with our brothers and sisters of Cuba who, reciprocally, have always contributed to the development of this common struggle for a world free of exploitation and oppression of any kind. We cannot forget the continuous fundamental contributions of the UJC to WFDY, both by holding the General Secretary of the organization and by contributing to the advancement of our collective analyses and struggle. Nor can we forget the altruistic gesture led by Fidel Castro to reactivate the movement of the WFYS, which was, after almost a decade without festivals and at a difficult time for anti-imperialist youth and the movement as a whole, to host for the second time a WFYS, the XIVth edition, in Havana in 1997 to relaunch this highly relevant event.

The Young Communist League of Canada – Ligue de la jeunesse communiste du Canada condemns these terrorist acts, which are escalating, and which must be stopped now with the public condemnation and intervention of the Canadian government and labour and democratic movements. Silence is not an option.

Further, Cuba must be removed from the U.S. list of state sponsors of terrorism, and the U.S. economic blockade and sanctions against Cuba must be lifted now.

Through a joint communiqué, more than 20 youth organizations from different parts of the world expressed their concern at the “advance of dangerous actions aimed at violating the political and democratic rights of the Communist Party of Venezuela (PCV)”.

The declaration was issued between May 26-28, 2023, when the General Council of the World Federation of Democratic Youth was taking place in Havana, Cuba, where the signatory organizations met to reaffirm their anti-imperialist and democratic positions and their unwavering struggle for peace and social justice for all the peoples of the world.

Hands off the JCV and PCV!

The undersigned youth organizations express our concern over information coming from Venezuela about the advance of dangerous actions aimed at violating the political and democratic rights of the Communist Party of Venezuela (PCV).

We advocate respect for the historic right won by the workers to organize their own political parties independently of the bourgeoisie and the governments of the day. In this sense, we demand that the political and democratic rights of the PCV be guaranteed, and that the decisions adopted by the XVI National Congress of the PCV held in November 2022 be respected, within the framework of its statutes and principles of internal democracy.

We call on the government and institutions of Venezuela to halt their plans that threaten the democratic freedoms and the legitimate right to exist and struggle of the Communist Party and the Communist Youth of Venezuela.

We express our solidarity and support to the Communist Youth of Venezuela (JCV), member organization of the World Federation of Democratic Youth (WFDY) since 1947, and whose right to exist is also seriously threatened if the maneuvers to assault and intervene the PCV prosper.

We reiterate our firm solidarity with the people and youth of Venezuela in the face of imperialist interference and illegal criminal sanctions, as well as with the legitimate struggles of Venezuelan workers for living wages.
